He was already down at that level and just continued to try and block Miller. If you went from a fully upright position straight to the knees th n yes I'd call it dirty. He blocked him high and as he is falling down kept trying to execute his block. Not dirty in my book especially if it's not against the rules.

Truthfully, the block was borderline as to whether it was against the rules. His helmet needs to be in front of the player he's trying to block, and on the second effort, it's at the side. That being said, IMHO, it's a cheap shot. Brown didn't execute the initial block, and when Miller's head was turned away from him, Brown went low at the knees from the side. That's not a clean block - it's a cheap shot. Shouldn't be in the game at all.

I bet you can find multiple videos on YouTube showing Miller diving at offensive player's knees trying to make a tackle. If it isn't illegal then it's not dirty especially when WRs and TEs are routinely headhunted and injured by defensive players on a weekly basis. I say if you are a WR or TE and have to make a block it's your turn to deliver a blow. I'd probably agree it shouldn't be part of the game but neither should targeting with your helmet but players do it every single game.

What other players do in completely different situations has nothing to do with whether Noah Brown cheap shotted Von Miller by going at his knee when he wasn't looking. Is targeting with the helmet illegal? Of course. Does that have anything to do with this situation with Brown and Miller? No.

If his head is not ahead of the player when he tries to block below the waist, it's called clipping. If he hits from the side at the knee or lower, it's illegal. The block was at best borderline when he contacted him the second time. While borderline legal, it was definitely cheap, considering that he wasn't looking.
