Rumors are that they have agreed upon the money, but the length of the deal is what is holding things up. The Cowboys want a 7 year extension just like Zeke signed, but Dak's agents want a shorter contract in the 3-4 year range so Dak can cash in again under the new CBA which will increase the salary cap significantly.

They probably come to a compromise where the last couple of years are voidable if Dak hits certain criteria.

So you see it has nothing at all to do with the Cowboys not wanting to sign him, they just have to work out the fine print. It will happen, probably in the next couple of weeks.
