The knee down didn't matter in the case of the Cook catch. What you heard the announcers and Blandino discussing was the old "going to the ground" rule. It's still on the books but only applies on diving type catches where a receiver doesn't catch a ball on 2 feet and have the opportunity to perform a football move any way he can. So he does still have to "survive the ground" for it to be a catch and they deemed that he did so for enough of a time.
