The stat is not as misleading as you think. Indy is tied with us for the lead and plays St. Louis next. Pittsburgh is 2 behind and plays Cincinatti next. The Bengals have given up only 8 sacks in 6 games. I doubt that Pittsburgh gets more than 2 sacks against the Bengals. Every other team that has played one fewer game is 5 or more sacks behind.
