Im not going to pretend to have seen enough of Culliver to know how good he is or isn't. I was honestly just going off of pff and waltetfootball rankings.

Yes, with everything added together it sounds like Culliver is not a good option.
I remember Perrish Cox making some plays in a game, but looking him up 2014 was his 1st year to be a true starter in his 5 year career.
Patrick Robinson looked good coming out of college but he has only been a full time starter in 1 of 5 years (2012). I assume that injuries are part of his issue.
There is a guy in Cleveland named Buster Skrine that I noticed looked decent in a Cleveland game that I saw. He is small but fast.
Brandon Flowers played on a 1-year, 3M contract in 2014. I think PFF or somebody had him rated as one of the better CBs for the season.

Tramon Williams from the Packers is a FA. The Packers seem less likely to retain free agents than some other teams.
The best thing about Carr is that he has never missed a game. He has started every game since he has been in the league. If he takes a pay cut, he might end up as the best option.
