I was going to ask you the same thing. You clearly have never seen a football game before. I've seen him pick up his leg erroneously many times, especially to try to get the other team offsides.
The Seahawks don't exactly have a prolific offense. Maybe above average, but I get what your saying.

I've seen the play, you're not listening. The raise of the leg does NOT necessarily mean he is calling for the ball.

Actually 7 Seahawks points came off of that blocked punt, so technically Dallas limited the Seattle offense to just 16 points.
I think raising that leg before the snap only sometimes means "snap immediately" and sometimes not. Clearly there are times when the QB raises the leg and the center does NOT snap immediately.

The center snaps on a predetermined count but in actuality only the center truly knows when the ball is snapped after the signal is relayed so everyone has to be ready for the ball, including QB.
The QB raises his leg to signal center (or one of G if center is not looking between legs, in this instance it was Zack Martin) to begin his count.
Interesting. I would have thought that the snap signal would have been something like "3 leg raises" and so the center snaps the ball when the QB raises his leg for the third time - which would allow the QB to dictate the snap as soon or as late as he likes. For instance, he could raise his leg hurriedly to get the ball snapped within 5 seconds, or dawdle around to have it snapped some time later. The point being that if the center is going to snap on a predetermined count, that means the QB is committed to having the snap happen on the center's timeline whether he likes it or not.
