The NFL.com report says he had limited participation in practice. Whether that means he was limited to drinking a smoothie while on the bike, or was part of practice is anyone's guess.

I don't expect Paea to practice this season other than glorified walk-thru type practices.

I was willing to give him a chance after game #1 and I made note that he tackled really well.

Then in the Denver game he literally couldn't tackle anybody.
