I don't think the Cowboys would draft a guy in the 2nd round, sign him to a contract, and then cut him unless there was some new evidence of abuse... do you?

What do missed out mean? The 7 players with the team last year and in this year's mini camp were UDFAs. All were on the practice squad except Vasher who was on NFI. Ball was a draft pick.
We have not been 'informed' about each player on the roster. Ball was not eligible for the 2022 rookie mini camp.
That is why teams get multiple year exemptions for International players. It gives teams an incentive to develop them.
