BUT the talent was not there to do any more than that

Parcells took Campo's threepeat 5-11 record and took it to 10-6 because he was Parcells.

That's the point.

Parcells was a great coach in the NFL and Switzer wasn't.

Switzer was only a great coach when the talent level was overwhelmingly in his favor.

Parcells also brought in his FOBs (Friends of Bill) to bolster the lineup. He did not take Campo's 5-11 team. Until Parcells taught Jerry about the importance of the draft, our fortunes depended on health and the costly free agents Jerry would get. Now, that we understand the importance of the draft, we no longer understand the importance of top-end free agency.
