He seems pretty adamant that Kellen is calling the plays and designing the scheme in the offensive meetings.
Everyone wants to crucify Garrett— which is understandable— but at the end of the day, we whipped three bad teams and lost against two winning teams, and dropped a bad game to a team that was better than it’s 0-4 record with its QB back under center.
Right now— 3-3 is exactly what the Cowboys deserve with plenty of blame to hand out to coaches, players, injuries, refs— and credit to the other teams for playing us well

That's very likely.Jason Garrett works to install the game plan every week along with Moore. If Garrett tells him to be more conservative, run on first down, call lame routes, that's what he is going to do. Garrett isn't actually calling the plays, but he is heavily influencing the plays being called.
