No, it's far more likely that while the compensation was agreed on, ie what it would take to get McCarron, some in the organization weren't completely ready to pull the trigger and given the timing of everything, they simply ran out of time. I know it's funny to mock the Browns, but I doubt they would be having that much fun celebrating AJ McCarron, that they forgot to send over the paper work.

Anyone else ever wonder or feels like "Hey Ill take half the salary of the GM of the Browns, and wish I could be given a shot to run it and create an organization there just to see how it goes" Sort of like playing sims but in real life.
