Browns rookie Shedeur Sanders cited for driving 101 mph

No it is not, not even close.
Sometimes it's speeding, and sometimes it's more than that. I don't like the one size fits all model. Driving 101 after midnight on what's probably a dead road is speeding IMO. Driving 101 at 6pm weaving in and out of traffic is reckless. Yet in many states the speed is the only determining factor. At least in my state, that never used to be the case. I don't know if things have changed.
