After watching more closely, that "finger stepping on" incident looks more like a subtle kick at Dez and the ball.

I was wondering if he was just too lazy to bend and touch dez down with his hand and was using his foot to touch dez ...

I think it was earlier in the game- first half maybe- Norman even kicked at Dez just after catching a low ball.
