Probably two fold, maybe the Cowboys were talking a lower number than he ideally wanted and figured not knowing much about the Cowboy's season trajectory he would just wait to see if someone offered more money and or a chance to win. Za'Darius Smith had 9 sks between CLE/DET and just signed with the eagles for $4.25 million.Clowney got 10 million last year coming off a 9.5 sack season in 23, then last year had 4 less. Probably doesn't get 10 million, but the Cowboys were probably thinking it would be a few million rental for the year. Probably still looking for 5-7 million.
