Poetry is basically a persons feelings that is communicated with intensity through the use of a distinctive style and rhythm. So To some yes Hitlers speeches would be consider poetry. As such it now all boils down to taste. I personally like both Morrison and Jay Z. Both Imo are extremely talented.
