i think it is both.
teams are not stupid and it should be common information which are the best players available.
mcclay is good at shopping at the scrap heap, but blue chippers dont come cheap.
we could have nailed down RT and CB by spending 10M AAV more.
however, we are now doing it with bandaids particularly at RT.
if we nailed down CB and RT, could have just focused on using picks on the passrush.
sometimes contenders cannot be trying to go for value but go for needs.
