First I consider that "announcer speak" where they just are just trying to say the normal announcer schtick that they all say. The fact that Michaels is starting to criticize the refs is an outlier not a trend because he is the only one that might be too big to really punish.
Second, the answer to the Schultz one is pretty simple: refs typically do not look hard unless there is a reason to look. If they see a hole they are going to be looking to see if there is a hold, if a defender is falling down they are going to be looking to see if he is being dragged down, and if they see a massive jersey pull that just goes without saying. If you can hold without letting those happen, you can often get away with it because they are not looking for it.
