Jerry Jones said yesterday that the fact he released T.O. indicated that "I must have thought it gives Tony a better chance to play at the optimum for the Cowboys."
Wade Phillips disagrees. Well, kind of.
Phillips, speaking to Todd Archer and others at the NFC coaches' breakfast in Dana Point, Calif. this morning, believes that Romo will be better next season. But Phillips doesn't think Romo's improvement will be directly related to T.O.'s departure.
"I think this is going to be even more of a breakout year for him just because of experience, not because Terrell is or isn't there," Phillips said. "I think it's just experience and playing the game."
Phillips, who was complimentary regarding T.O. and insisted that chemistry didn't play a role in his release, made it clear the day after the season ended that cutting down on Romo's turnovers was a top priority. That hasn't changed.
"I think Tony's progress is not directly related to the players that he's throwing the ball to, even handing the ball to," Phillips said. "It's directly related to him and what he does and his decision making. That's part of experience as a quarterback I think he'll gain and he has gained as he's gone along.
"He is a winning quarterback -- 21-8 in the last two years -- so I think that's significant. But he wants to get to the second level as we do. He works at it, and that's the great thing about Tony. He's going to be there and work at it."

Wade Phillips spoke for nearly an hour Wednesday and he was unable to eat his scrambled eggs before they got cold. Now, he was able to have some pineapple and melon as soon as the ESPN and NFL Network cameras were turned off.
While Jerry Jones said part of the reason why he cut Terrell Owens was to make Tony Romo more effective, Phillips wasn't going to go that far.
"I think Tony makes Tony a better quarterback whether Terrell is here or whether Julius Jones is here or whoever is here," Phillips said. "I think Tony is the guy that makes himself the better quarterback ... The players that I've been around that have great talent and work hard and want to do the right things and try to do the right things get better and Tony is one of those guys."
Owens was a hot topic at Phillips' table.
.
When asked what type of player Buffalo was getting in Owens, Phillips gushed.
"He's an outstanding player," Phillips said. "Obviously, I think his numbers are going to be the second-best ever. He's going to be in great shape. He's a hard worker. All the things you want in a football player. I think they're getting a really good football player. One thing you've got to look at with players is production. He's been probably the most productive receiver in the last several years anyway."
Which begged the question - if he's all of those things and the decision was not about perceived divisiness, then why let him go?
"Because we feel like we can forward with the guys we have," Phillips said. "We think we have some emerging players that are going to make a difference."
