Witten seemed to look back over his right shoulder while he was running... seemed to slow up down a little.... the Eagle that tackled looked a little apprehensive (concerned about helmet-less runner?)about tackling him at first... then went for the tackle

Doesn't the Emmitt Smith rule require a player to put his helmet on before continuing the play?
