I have heard this as well in player situations. Dallas did not inquire into Adam V. because of this unspoken rule. This is not we could of had Adam V by the way reply. I just think that this is a BS Rule that the Dallas organization can lose out on someone beneficial to the organization because of some silly pact between two GIANTS!!! This is business and if you want something and you have the means to get it you should go after it.

This is why Payton and Mangini will be successful in pursuing players. They don't care about it.
