David Steele of the Sporting News has ranked the NFL head coaches and Dallas Cowboys head coach Jason Garrett came in at No. 23. Here’s what Steele had to say: One will always wonder how Garrett would do out from under Jerry Jones, as something other than the owner’s hand-picked golden child -- or with a roster only half as bizarrely constructed as the Cowboys’ usually is.
