Morris ClaiborneCB 60% only this high because I think Carr is gone.
Greg HardyDE 40% would have been higher except for recent chatter
Mackenzy BernadeauOL 50% due to his being able to back up 3 positions
Jeremy MinceyDE 30% It sounds like the team is done with him
Rolando McClainLB 25% too risky for the contract he will want
Kyle WilberLB 40% the only reason this high is the lack of depth at LB
James HannaTE 50% I hope they keep him
Matt CasselRead
QB 10% I see no reason
Lance DunbarRB 70% a real threat when healthy
Jack CrawfordDE 60% depends on the amount of interest from other teams
Nick HaydenDT 70% Why? I wish I knew.
Danny McCrayS 10% no need
Charles BrownOT 30% easily upgraded
Josh ThomasCB 30% only this high due to questions surrounding other CB's
Robert TurbinRB 10% I think they definitely look to upgrade here.
Tyler CluttsFB 10% several cheap options will be available if they even keep a FB
Rodney SmithWR 10% They will be looking for WR's
Casey WalkerDT 20% I have no idea really
RESTRICTED FREE AGENTS

PlayerPos.
Ronald LearyOG 25% I think they would like to but the salary for a 2nd rd tender is high
Jeff HeathS 60% Ironically I think he is safer than other S's that aren't free agents

Is this based on an article or just your thoughts.
Nothing wrong with it, just wondering. As I never thought about it from a % based issue before. Also much depends on market value, and what is offered.
When it comes down to it, I don't think there is anyone on the list they won't go hard after to keep. Let them test the market, and hope the player allows the team to counter.
Also the issue, that is a lot of players to replace, so the scouting department has a lot,of work to do. And not many would get big contracts to get comp picks, which are now tradable in 2017, so this plays into more.
I see is signing more players than losing from that list.

There are players I would like to keep. Or possibly keep.
Hardy and RoMac, but need to think more about this this.
I think Mincey will depend on Hardy, but they need to move on from Mincey regardless either way.
Hanna, I would like to see stay, and may be the top priority with the injury to Escobar.
Hayden will be the top priority I fear, but he needs to be replaced
Mo for a decent deal if Carr is released, if Carr stays, just move on from Mo, then Carr goes next year. Right now, I say release Carr, sign Mo for depth bit do not overpay
Wilber, I am ready to move on, but the coaches like him, they can replace him.
Dunbar, yes if healthy is the big question, too me, he is injury prone...isn't that what was and is said about many other players, so why not him?
Jack Crawford, decent role player but can be replaced.

Tender
Leary, and time from r Heath to go too, but I bet he is tenders. Not sure if I am ok with that or not,
