What I took from this was not so much that Weeden was going to be developed as the QB of the future, but that with Romo still in the fold and expected to be the QB for the foreseeable future they didn't want to draft a young guy and develop him for a couple of years so he could go and be productive for another team.
Yep. He buys us coverage for a year or two, and we can develop a younger player then. With the improved OL and the high profile, Dallas is actually a really good landing spot for Weeden. As a transitional player (if anything happened to Tony), he'd get quality snaps with a good team and either shine and get an extension (I know what everybody thinks of that, but it's on in a case where he really shines in relief) or he keeps the seat warm while we scramble to get a young guy ready.
Otherwise, he does a couple years here, hopes to look good and get an off chance at a starting job on a bad team after, and we have an interim solution until we're actually ready to pull the trigger on a high pick to replace Tony. Makes a lot of sense for everybody, and the only complicating factor is Orton's apparent indecision.
