English was a class I liked to sleep in when I was in school. Correct me if I'm wrong but isn't that a double negative?

So he is basically saying Dallas will not be there.

If he said 'I don't think there's any doubt that Dallas is going to be there', that would mean he thought Dallas would be there.

Throw the 'NOT' in there and it negates the 'I don't think there's any doubt'. Meaning he doesn't think Dallas will be there.

You are correct. You have to go with his intent rather than his sentence syntax. I believe he meant to say that Dallas will win this weekend and if Washington loses they will be out.
