That's not quite the case in Jax. They are an extremely young team with a need for some play makers and veterans at key positions. The guys they are signing aren't your typical free agents. Most of these guys are very young that got released from cap strapped teams.

jacksonville has no offense of any type.
they savagely tanked the past couple seasons and now they have to spend money.
overpaying for house and parnell are comical. both guys were back up players and would have likely remained back up players for their teams but they got plus starting money in jax.
julius thomas has had 1 season of 50+ catches. and he just got paid like a sure-fire all pro TE.
they did grab guys in the 20s still and those players have some upside but they were paid far beyond current production levels.
so, yes, it is stupid money paid out by a bad team.
no one is going there to win games.
beyond that a lot of guys have been MENTIONED to the jags... why?
because agents know they have tons of money and tossing them in as a chaser raises the price.
jax had to spend money and so they are... but they need to hit on draft picks and continue to build.
once bortles is a leader they can win games.
they aren't going to win them now.
