I don't think I'm defending Hardy, but I don't think suspending him for this is the right answer.
The most egregious faux paus was him slapping the clipboard out of Bisaccia's hands. That's starting to cross the line because you're basically physically putting your hands on somebody and Bisaccia needs that clipboard to show the players what to do. As much as the kickoff return ticks me off (it was a bad kick as well), the play is over and the team needs to get back focusing on the game.
If I were Garrett, I would warn him and explain why that behavior was irresponsible and doesn't do anybody any good, including him. I would tell him that this nonsense stops and I don't want to hear a peep out of him all week. And if it happens again, he's suspended. And remember, he is basically on a pay-for-play basis and next year when he's looking for a new contract, his behavior this year will play a big factor in what he can get.
I absolutely understand the frustration. But if you want to get after a coach...wait until after the game instead of in the game when he's trying to do his job.
