Help enlarging and cleaning up pics

I was wondering if someone could help me with enlarging a small pic and reducing the pixelazation that occurs when I enlarge it using one of my photo editors, and make it a look cleaner.

The first pic is the original pic, and the second is the pic after I enlarged it.

I tried to set this star pic as my desktop, and it did not turn out the way I wanted.

This is a pic of a former local teams logo I wanted enlarged for something.

Any help someone can give me as to how to clean up the enlarged pictures would be greatly appreciated.

And my computer has Adobe Photoshop Elements 2.0, Microsoft Office Picture Manager, and Paint on it to edit pictures.

Upscaling is a no no...especially if the source pic is low res. You won't get anything worth using doing so.
