i have NFL Ticket and suffer from chronic chanell changing syndrome. That being said, in all the games I have watched this year, and there have been many! I have not seen the horse collar tackle called once. What an apparent waste of effort and time to come up with this rule!!!! All you see is a tackle from behind and then the announcers fall all over themselves to describe that it was not a true horse collar tackle. Why have the rule? Almost seems to me that the refs decided it was a horse bleep rule and wont call it unless it fits 19 different criteria
If I was a conspiracy theorist, I would say it was an anti cowboy rule--much like the Emmitt rule that stated you could not remove your helmet on the field of play--havent seen that one called in years!

Bottom line, they aren't by definition Horse Collars when the jersey is grabbed from behind.

The big problem is the plays you have seen that you thought were horse collars really were not. I watch as much football as possible also and understand what you mean. It seems like every game has questionable tackles with players being drug down from behind. The rule applies only when the tackler grabs the shoulder pad NOT the jersey. I suggest you look up the rule and read completely so you can understand it. It is pretty crazy the way it was written and most people (based on the sports bars I've been in this year) don't know the difference.

They better not amend the rule to include the jersey.

my point was not to debate what is and isnt a horse collar--and I was being a bit sarcastic in trying to say why would the NFL put time and effort into a rule with such a narrow definition that in fact is never called if not to appease someone or some team, perhaps T.O and the Eagles or be prejudicial against a certain team or player i.e the Cowboys or Williams
