It was NOT intended for Dez. Go watch Romo's post-game video press conference. He says that he was about to throw it high to Dez, when he saw Williams stop his route, turn and go the other way. At that point, he switched his target and threw to Williams.

I'm liking Williams more and more. He doesn't get many looks, but when he does he either makes a big play or draws interference. And what about that T-Will strut after touchdowns? Love it.
