Because cutting Keyshawn and not signing TO, leaves us with the worst Receiving Core in the entire League right now and that's not hyperbole. A small, often-injured 31 year-old as our primary WR and two second-year Wide Outs (one drafted in the 7th Round and one not drafted at all) are the only legitimate threats that we really have behind him. If that doesn't scare the hell out of Bledsoe, Parcells, & Company, then they're in the wrong business. So what do we do if no TO?
Try and bring Keyshawn back? Possible but he might find that there are greener pastures elsewhere (making more money or a better chance at winning).
Try to trade for Walker? Conceivable but we don't even know what Green Bay wants to do with him yet, so not a real option as of right now.
Draft a WR with our First Round Pick? God I hope not because neither Jackson orHholmes are worthy of a First Round Selection and neither would be able to step in and contribute right away like we would need them to.
So, if not TO, what in the hell can we do to address a major problem that Jerruh himself said was a main focal point coming into this offseason?
