Kiper suggested the Browns can now use the same strategy in deciding which quarterback to take at No. 2 in the draft.
He has North Dakota State quarterback Carson Wentz penciled in for the Browns there, but acknowledged they could opt for Cal's Jared Goff instead.
"I think it's a flip of the coin right now on those two quarterbacks,'' Kiper said Monday on a conference call previewing the NFL Combine, which begins Wednesday in Indianapolis. "Some like Goff (6-4, 215), some like Wentz (6-5, 232). I just went with the bigger quarterback in Wentz at No. 2.''
Kiper said he also picked Wentz for the Browns in his mock draft last week after talking to sources.
"It gets down to what you hear,'' he said. "That's all mocks are. It's not personal preference. They're what you're hearing from people in the league based on the Senior Bowl and what's been going on in terms of evaluations. We still have a long way to go. It's a two-horse race there between Wentz and Goff.''
"Goff's the better passer,'' he said. "Wentz has mobility but Goff can move around in the pocket. Certainly for Goff, if he was a little bigger right now than he is in terms of the weight, I don't think there'd be any question he'd be the first quarterback taken. And I still have Goff rating-wise ahead of Carson Wentz.''
He added, "if (weight) is the only criticism you have, you've got yourself a heckuva prospect. If all you're worrying about is weight and strength on a quarterback coming out of college, there isn't much to critique then.''
"If he's not going to be given time, then he's going to have to work through that,'' said Kiper. "(But) he didn't get hurt at Cal and he got hit a lot. And he can really throw the football. I said back in September, October, he spins it as well as any quarterback in the country. And I watched him two years ago. I thought they had a shot going to Northwestern, and they ended up winning that game early in the year, first game of the year, because Goff elevated that team to really solid heights and made them a dangerous football team.''
He noted that the quarterback that doesn't go No. 2 to the Browns ends up being in the mix for Dallas at No. 4.
"If Dallas doesn't take the quarterback leftover, meaning Goff or Wentz, then you have San Francisco at seven, then you get into that free fall. Then does somebody trade up to get that quarterback? It's going to be interesting if Dallas doesn't take a quarterback at 4, how far that second quarterback off the board drops.''
