I just googled it. He is Larry Wansley, Director of Cowboys Security. I'm sure Garrett was playing around. FYI, Wansley is a former marine and FBI agent.

The gif does make it look like he was angry. If its not Espn I wouldn't make a big deal of it. Now, had he did that after a loss...... Lol
