"Way behind" is probably too late. If Dallas is "way behind", a couple of possible things may be happening:

• Dallas is doing nothing on offense and Green Bay is having the success expected of them.

• Dallas is having expected success but Green Bay is on pace for a record-setting game.

In either event, a move to Romo would probably be for nothing if Dallas is "way behind". I'd put the bar much lower. 2-score deficit as a consequence of the offense failing to get anything done would be enough for me.
