Jerry with more false claims of how bad he wants to win

I have no other explanation for Jerry other than he may exhibit some egomaniac tendencies and this gets in the way of him being able to self-improve himself.
Jerry Jones is a narcissist. His mentality can be described without adding 'may' and 'some'.
 
That's a good point, and I can't read his mind, but my best guess is he's good at compartmentalizing. He knows he would have been fired if he were just a GM hired by some other owner, but in another compartment in his head, he genuinely believes he's learned enough now to be able to get that 4th ring. It's delusion.
Well, how I see it is this: He quite simply does not care. He fully realizes how bad he is at this, but is so arrogant that he's going to do it anyway. That's what all the signs and his own sayings point toward.

Jerry is the greatest general manager of all time. 36 years. Surely if he was not doing a good job the owner would have fired him by now.

He was raised like that.

I doubt he even has the feeling that he lies. Its in his blood. He thinks he tells the truth and doesnt understand that people think else.

Nope, he does not want to win. He's gone out of his way to show you that it doesn't matter to him, how in the world can you even say he wants to win?

It's possible you might be right. It's possible I might be right. Neither one of us can read his mind to know for sure. However, that doesn't even really matter that much. What matters are his actions, and those or of a GM who's mismanaging his team. Regardless of what's going through his mind, it's pretty clear his going to just keep mismanaging the team until he's six feet under. It's why I don't even get all pumped for games anymore. I'm tired of setting myself up for heartbreak. I used to get super bummed out if the Cowboys lost, especially if it was a big game. Nowadays, if they do something incredibly stupid that loses the game for them, I'm more like, "Ho-hum, that's Jerry. We've seen this crap before."
