I would draft him and let him sit for a year or two. We need to understand the our QB is over 30 and has had 2 back surgeries in the last 2 years. I am a big supporter of Romo but we don't have the team behind him now to go all the way. If a team wants to give us something worthwhile for Romo, Manziel could step in earlier.
