That is still an extremely high draft pick and investment into a QB. Ryan's contract was 5 years for $103 million. His cap hits over the next few years are just a tad more than Romo's.

Come on dude...I've been watching football for 40+ years.

I know it's not a penalty, per se, but just like you can't travel in the NBA, Lebron can walk to one basket and back with no call.

Likewise, the QBs I mentioned and their teams, often get the breaks from the refs.
