  1. If he approaches the huddle and communicates with a teammate, he is required to participate in at least one play before being withdrawn. Violations of this rule may be penalized for unsportsmanlike conduct.
Note: The intent of the rule is to prevent teams from using simulated substitutions to confuse an opponent, while still permitting a player (or players) to enter and leave without participating in a play in certain situations, such as a change in a coaching decision on fourth down, even though he has approached the huddle and communicated with a teammate. Similarly, if a player who participated in the previous play leaves the playing field by mistake, and returns to the playing field prior to the snap, he is not required to reach the inside of the field numerals, provided that the defense has the opportunity to match up with him. However, a substitute (i.e., someone who did not participate in the previous play) is required to reach the inside of the field numerals.

Edit: everything above this is directly from the rulebook.
They are just quoting the part that makes them look good. It specifically says it allows for coaches changing their mind.

More subjective calls like the Dez catch overtaking the actual game yet again. I think Goodell likes this circus.

All that is settled at this point is that the officiating department of the NFL is the model of buffoonery. They need to change their NFL logo to the picture of two clowns in stripes calling a pass incomplete and complete at the same time. That's what the NFL is best known for these days, incompetence.

"For offensive substitute who moves onto field inside field numerals & leaves without participating in one play"

I'm sure that happened a thousand times this year

Yep, this happens virtually every play of every game, both sides of the ball.

Reminder....Dean Blandino, who is the head of officiating, has never officiated a game in his life.

I'd like to see the specifics of that play. I'd also like to know how often it has been called. The 1984 year was used by several different sources. Guess it may have been wrong. I'd also love a better camera angle so I can see who else does this and is never called for it.
