They probably spent the whole meeting on a quid pro quo about his public statement. ‘Say this, this, and this, and now you can go.’
Agree, Goodell is all about how it looks to the public. Consider that's really not an offense, except for his prior issue, so an admission of poor judgement, contrition and the promise to do better should satisfy the public that Goodell addressed the issue and resolved it.^^^^^^^^

Zeke's statement isn't the statement you'd make if a suspension was still on the table. You wouldn't admit "guilt", or at a minimum give more acknowledgement of wrongdoing, if it could be used as firepower to justify a suspension.
