Pacman Jones must first meet with commissioner Roger Goodell before the NFL will consider modifying the terms of the cornerback's suspension that bars him from participating in Cowboys offseason workouts, a team source told ESPN's Ed Werder.

Jones has moved to the Dallas area but will be absent when his new team begins its organized team activities at Valley Ranch on Tuesday.

At the time Jones' April trade from the Tennessee Titans to Dallas was completed, Cowboys owner/general manager Jerry Jones said he would assume the leadership role in attempting to convince Goodell to reinstate Jones, who has been indefinitely suspended for more than a year for multiple violations of the NFL's player conduct policy.

According to the source, the Cowboys have not filed a formal request for reinstatement but have engaged in dialogue with the league about its desires to have Pacman Jones participate on even a limited basis.

Goodell has said only that he would review Pacman Jones' interest in resuming his career before training camp, which begins July 25 in Oxnard, Calif., for the Cowboys. Manny Arora, the agent representing the player, did not immediately return a phone message left on his cell phone.

"Any action we take in regards to reinstatement, whenever that happens, will be done privately with the NFL and the Dallas Cowboys," Arora told ESPN.com's Matt Mosley.

The Cowboys are hopeful their recent history with Tank Johnson coming off his suspension last season will win them consideration for Pacman Jones.

After the Cowboys signed Johnson last season, Goodell allowed him to join his teammates and coaches at Valley Ranch for two weeks of practices before
he was permitted to play in a regular-season game.

On Sunday, Pacman Jones said he was eager to seek permission from Goodell to participate in team workouts and join Dallas' player program with consultant Calvin Hill.

"Hopefully I can get around my new teammates and start doing OTAs and working out with them," Pacman Jones said, according to The Dallas Morning News. "I still have to go through the process, and I'm just waiting. I'm ready to get in there and learn the defense.

"And I've been out of the game for a year, so I need to shake off all the rust to get ready to play."

Pacman Jones signed a four-year contract after the April draft that includes a Cowboys option after the third season. The Titans acquired a fourth-round pick for him.

Pacman Jones attended a team bowling event hosted by Cowboys tight end Jason Witten on Sunday. It was his first chance to be with many of his new teammates.

"It feels really good to be here with your new teammates and feel the vibe and be around them and let them see the real Pacman," Jones said, according to The Morning News. "There are going to be a couple guys that don't want me to let them down, but it's all on me. I've got everything in place, so if I let anybody down, it's all on me, and that's not my plan."

"I'm on my last straw, plain and simple," Pacman Jones added. "If I mess up, it is what it is. I know that. The group of people around me knows that. Jerry [Jones] knows that, and I looked him in his eyes and told him I won't let him down, and that's the main reason I think I'm here."

Way to go Goodell.....nail that player to the wall. We all know you are a big man when it comes to punishing the players. Bellicheat soils the name of the game but hey....he is a football genius....so he broke the law....he has paid his due.

You watch him recover some of his tough guy image playing hardball with Pacman.

Wonder if Goodall will even allow Pacman to participate in our mid June minicamp. Seems like he's not too anxious to allow Pacman to get a head start on reestablishing himself back in the NFL.

This could get interesting. Senator Arlen Specter is in the Committee on the Judiciary (Ranking Member) and the Subcommittee on Antitrust, Competition Policy and Consumer Rights. Could start litigation against the NFL and Goodell and press the following issue:

Pacman's issues and "poor decisions" aside... THAT is BS on Goodell.

Let him back now so he can get a FULL offseason with new team. If he blows it then ban him for life. This is nonsense.

I'm thinking so as well and I recall something else he said in regards to teams that consistently acquire bad character guys or something to that effect.
He will suspend him for 4 games, my best guess.

yeah, but we all know goodell is dragging his feet, he could have alredy met with pacman,

remember when it was busted out about the tapes with belicheck, and that goodell had the tapes, to me, he was going to have them destroyed without doing anything, but when the news broke he had to act,

but get this, he had the tapes destroyed and the notes before he even looked at them, then he immediately issued punishment on belicheck like Senator Specter said,

now to me, that is real fishy, and it stinks; i think all along he was going to destroy the tapes and tell belicheck not to do it again, but when his hand was forced by the leak of the tapes, he had to act.

now he is taking his sweet time deciding about pacman, he already has punished him over a year, so whats the holdup;

but when someone lies and cheats copying video of the nfl coordinators, etc, athen that person belicheck says oh thats the way i interpreted the rules, which is a big fat lie, then when walsh says about the pre super bowl walkthrough with the rams and Walsh is wearing patriot outfit, and we all know NFL security is suppose to coordinate, then when Specter gets that info, which goodell sure didnt, then NFL says oh, walsh didnt break any rules, its against rules for any other team to be watcing a team walkthroughs or video them or take notes;

again seems like a big fat coverup; but goodell is trying make this go away and he acts quickly, but with pacman or players he takes his sweet time or throws the book at them;


now doesnt that stink to you, now on top of that, a few days ago a guy posted a comment from tucker a pleyer that told about the patriots putting players on injured reserve that were young, and not really injured, and praticing them which is illegal, and when goodell finally finds this out, he just sends a memo out,

now to me, if i am a commissioner and i found out a head coach is cheating, breaking the rules, im not going to tell him to stop by sending a memo out so that he knows im looking and watching him, im personally going to visit him and his team unannounced, catch him doing the rules breakage, then bust him good,

but what does goodell do, send memos out to warn him;

now what does that sound like to you guys?

i also best i remember guys, i know that on nfl copywright laws, its against the NFL to copy or make films of the NFL, isnt that right?

so wouldnt belicheck be breaking the law, especially NFL law and leaguality rules about not copying nfl films or their property? wouldnt that be illegal?

The big thing that gets me (coughcough www.impeachgoodell.com coughcough), is that Goodell has been insistent that players like Pacman show remorse and realize what they did was wrong. Yet, Belichick goes on the record and states:

1. He didn't know he broke the rules.

2. There was no real deception.

3. They weren't being discreet about it.

4. It didn't help them.

If that doesn't sound like a person who believes they didn't do anything wrong, I don't know what does. Of course the Belichick supporters will say what he did wasn't against the law, but in Jones' cases...he's never been convicted. And last I knew, you are innocent until proven guilty.

I don't have a problem with the Pacman suspension, but the has been clean for awhile now and served his punishment. I would think allowing him to practice in OTA's would only be good for him, not bad for him.

i agree rich, its real fishy, when you tell the players that you have to admit your guilty, and we all know that belicheck has been proven guilty, but he states that he doesnt see anything he did wrong

HogWash! thats a bunch of you know what,

yet, thats what goodell says players have to realize that they did wrong

now we find out through a player tucker that played for patriots, that belicheck was stashing players on injured reserve when they werent injured, and having them practice to learn and be coached up for the next year,

again breaking rules, but what does goodell do, he sends out memos telling nad warning them not to do it again, and that he is going to check to see if this is done, now again that is

Hogwash, and a bunch of you know what.

sounds like to me, goodell has been covering up all along for the patriots and his good buddy kraft owner of the patriots,

someone pointed out to me, what this all boils down to me, is money; forget about having a credible NFL image, winning is everything and my friend also pointed out, dont be surprised if goodell is gettting some money underneath the table from kraft;

just all sounds fishy to me,

I'm not defending Goofball, but if Pacman has not officially asked to be reinstated, what is he suppose to do? Why are JJ and Pacman waiting?

Goodell said he wouldn't make a decision on Pacman until right before training camp begins. That is late July. To expect anything before then is ignoring what Goodell said. You guys think he is going to do the Cowboys any special favors?

pacman was going to ask to be reinstated, but he realized that you dont force the issue, you let the head man do that,

so pacman backed off from asking to be reinstated, so he was waiting for goodell to say something,

which goodell is still sitting on his fat butt, not doing anything really; so now the cowboys have started dialogue with the NFL and goodell the goofball to get pacman at least get back to working out with the team and attend OTAs,

but again, goofball is sitting on his lazy butt, and how do i back that up, all the while we were waiting for goodell to interview walsh, we found out that goofball had sent a FBI agent to check on walshs background, harrase him in other words, then when they finally got together,

goofball didnt interview walsh along, he had the patriots lawyer with them harrassing walsh and his lawyer, even walshs lawyer said that was the main holdup the harrasment from patriouts and nfl

now, we find out, goofball only asked the questions that he wanted to ask walsh so the thing would go away, and he could cheer for his favorite patriot team, but when Senator Specter interviewed walsh he found out in less time than goofball did with his interview, that walsh was at the presuper bowl against the rams and in patriot attire, while the nfl security was looking the other way, again a cover up, and that he gave notes to an offensive coordinator, that drew up plays asking questions,

then we find out, not only did they steal defensive signals, but they stole offensive signals, and goofbal out of his own mouth says, if there is anything else discovred other than defensive signals, then i will act, weill Goofball, offensive signals stealing is different than defensive signal stealing;

so what does goodball do nothing;

and goofball says coaches are to be held higher than players, like when he suspended wade wilson 5 games and 33% of his salary that year, but what does goofball do to belicheck, no suspension and he fines him less than 33%, now if that isnt a double standard, then you tell me what,

along with that, he gave belicheck a quick trial, but he makes players sit out longer in suspension etc, again a double standard, sure seems like goofball is getting something underneath the table from patriots kraft;

and to back up favortism by goofball, we had a trade worked out with titans, if pacman doesnt get reinstated at all we would get a 4th round pick next year, what does goofball do, he changed it to a 5th round pick, why?

this, we all know how fisher lied in public when he said, i just might keep pacman if we dont get what compensation what we want, and 2 teams are interested in pacman, and then fisher says the punishment that goofball gave belicheck and patriots was fair enough, so what does goofball do for fisher, he lessens the draft pick that we were suppose to get if pacman wasnt reinstated from a 4th to 5th, sounds like to me, goofball cheats and lies too, as well as fisher whom lied

i agree big dog, i think thats what goofball goodell is going to do, but what im saying in regards to the guy talking about the site www.impeachgoodell.com if you get enough evidence showing that goodell is impartial and showing favortism to patriots, etc,

more ammo that you have, more you can use against him and let Senator Specter show such contempt and misuse of goodells the goofball power as nfl commissioner

I am probably the only one who still is holding out hope pacman never plays a down for us. So I hope goodell plays hardball with him.

Nothing would make me happier than pacman getting booted and scandrick and jenkins becoming outstanding players.

I will buy a scandrick or jenkins jersey this year if that were to happen.
