Because that was the only way the BCS could get Notre Dame to sign on to the whole BCS steaming pile of crap thing. I guess they figured that if Notre Dame wasn't on board, the BCS was pretty much usless. Little did they know that the inclusion of this clause only served to confirm the fact that the BCS was a usless steaming pile of crap.

Because they are not in a conference so they cannot get an automatic birth by winning a conference so the BCS added this clause to allow for Notre Dame to potentially earn an automatic birth.

Of course, it is a completely unnecessary clause because anytime Notre Dame finished in the top-14 of the BCS and was BCS-eligible then all 4 bowls would be fighting over which one would get them.
