Yes, they probably need a full crew to stop fights and that type of thing; otherwise, they literally could do it with 1 ref on the field and a team of video refs.They still need someone to place the ball lol
And stop fights...
Think about how fans and announcers get to see multiple replays within the time between plays. Professional refs should be able to see it even better on high end video equipment and would rarely have to stop the game like they they do now.
They already do it on scoring plays, but only the specific penalties that fit withing the rules for replay.
Give the video refs power to view all plays including holding, pass interference, etc.. Again, they don't need to stop down to review it, because they are already viewing it in the time between plays. Have 1 video ref per camera angle to make it as fast as possible.
