You just described about 1/4th of the starting QBs out there and about 3/4ths of all the QBs in the league.

I'm not sending Tebow to the Hall of Fame, but if Kelly wants 3 QBs on the roster, Tebow sure as heck would be a better choice than Matt Barkley. That guy has 0 TD's and 4 interceptions in just 50 career passes for a QB rating in the low 40's (and add in 3 fumbles to boot). Tebow is a superstar by comparison.
