It makes sense though if I'm Osweiler I use that to negotiate but I'm not going to Cleveland over Denver

You mean the Denver FO can make a deal with one of the top 2 players in FA, sign one, tag the other. Something the Dallas FO wouldn't / couldn't do with Dez and DeMarco.....LoL
