That's not true at all. It is based on the number of qualifying players gained and lost. If you lose four players who sign the four highest contracts of any qualifying free agents, and you sign five free agents who barely qualify for the equation, you will not get a single comp pick for the players you lost.
What's the qualifications? Someone mentioned salary over a million and less than 10 years experience. Is this true?
