Thanks for clearing this up. I thought were under the restrictions that the final four are under. I'm glad we're not.

That's not correct at all.

Firstly, the amount listed in the CBA ($4.925 million) was in 2006 dollars. By rule, that amount "shall increase each League Year following the 2006 League Year by the same percentage as the increase in Projected TR over the prior League Year’s TR." So it has gone up each season since then.

Secondly, it's not "up to" that amount, it is that amount "or more."

And thirdly, the 30 percent increase applies to the mid-level players, not the big-money player.

Here are the rules. Read carefully.


ARTICLE XXI

FINAL EIGHT PLAN

Section 1. Application:
The provisions of this Article shall apply only in any League Year during the term of this Agreement in which no Salary Cap is in effect.

Section 2. Top Four Teams: Each of the four Clubs that participated in the NFC and AFC Championship games the Prior League Year shall not be permitted to negotiate and sign any Unrestricted Free Agent to a Player Contract, except: (a) any Unrestricted Free Agent who acquired that status as a result of the NFL waiver system; (b) any Unrestricted Free Agent who was under contract to such Club on the last date of the
last League Year of the player’s most recent Player Contract; and (c) any Unrestricted Free Agent signed pursuant to Section 4 below.

Section 3. Next Four Teams: Each of the four playoff Clubs that lost in the immediately preceding playoff games to the four Clubs that participated in the NFC and AFC Championship games the Prior League Year shall not be permitted to negotiate and sign any Unrestricted Free Agent to a Player contract, except: (a) any Unrestricted Free Agent who acquired that status as a result of the NFL waiver system; (b) any
Unrestricted Free Agent who was under contract to such Club on the last date of the last League Year of the player’s most recent Player contract; (c) any Unrestricted Free Agent signed pursuant to Section 4 below; and (d) any Unrestricted Free Agent as follows:
(i) One such player for a Player Contract that has a first year Salary of $4,925,000 or more; and
(ii) Any number of such players for a Player Contract that has a first year Salary of no more than $3,275,000 and an annual increase in any future contract years of no more than 30% of the first contract year Salary, not including any amount attributed to any signing bonus. In addition, each such Club and each such player entering into a Player Contract pursuant to this Subsection may not renegotiate to increase the amount of Salary to be paid during the term of the Player Contract for a period of one year after the signing date of such contract.

Replacement of Free Agents Signed by Other Club: Each of the eight Clubs subject to the provisions of this Article shall be permitted to negotiate and sign one Unrestricted Free Agent to a Player Contract (“New Player”) for each Unrestricted Free Agent who was under contract to such Club on the last date of the prior League Year, who has signed with another Club (“Previous Player”), so long as the Player Contract for the New Player shall have a first year Salary of no more than the first year Salary of the Player Contract signed by the Previous Player with the New Club, and an annual increase in any future contract years of no more than 30% of the first contract year Salary, excluding any amounts attributable to any signing bonus. In addition, each such Club and each such player entering into a Player Contract pursuant to
this Subsection may not renegotiate to increase the amount of Salary to be paid during the term of the Player Contract for a period of one year after the signing date of such contract.

Section 5. Increases: The amounts specified in this Article ($4,925,000 and $3,275,000) shall increase each League Year following the 2006 League Year by the same percentage as the increase in Projected TR over the prior League Year’s TR (as defined in Article XXIV (Guaranteed League-wide Salary, Salary Cap & Minimum Team Salary)). Notwithstanding the foregoing, in no event shall the amounts specified in this Article increase if the Projected TR for the League Year in question is not greater than the highest TR of any previous League Year.

Section 7. Trade Limitation: No Club subject to the provisions of this Article may, for one League Year, trade for a player it otherwise would not be permitted to sign as an Unrestricted Free Agent as a result of the provisions in this Article.

Section 8. Transition and Franchise Players: Clubs subject to the Final Eight Plan are permitted to negotiate with and sign Transition Players and Franchise Players who otherwise are permitted to negotiate and sign with other Clubs.

Section 9. Player Tenders: Each of the eight teams subject to the Final Eight Plan may, after the later of July 15 or the first scheduled day of the first NFL training camp, in any League Year in which the Final Eight Plan is in effect, sign any Unrestricted Free Agent whose team did not make the June 1 Tender or whose team subsequently withdrew that Tender.

I see Adam, so its 4.925 or MORE? That's even better right? We can make one big FA signing with no salary restriction at all?

Yes. It's a lot more than that, though, considering that it has gone up each season. If revenues have gone up an average of, say, 7 percent per season, then that $4.925 million in 2006 is now up to about $6.45 million for 2010.

Wow, just read the Trade Limitation clause. I was thinking that a sign and trade is a good way around this, but they closed that loophole too.

That is a significant chunk of money. I haven't looked at the list of "likely" UFA yet (the ones with 6 or more years of service), but I would imagine there will be a lot of bidding for the top ones, provided their original teams don't use the franchise tag on them. I wonder if there will be more retricted free agents signed to offer sheets because of the thin UFA pool. We know Austin and probably Sensy will get 1st and 3rd round tenders (with Austin possibly the franchise tag), but I bet Spears will get a 1st round tender at minimum and role/rotation players like Bowen, Hatcher, Hurd and others get 2nd round tenders. That way, we get something significant in return in case some teams - Miami, for instance - comes sniffing around. Guys like Watkins will get original round tenders, which for him would be a 5th rounder. JMO.

Just in case anyone doesnt know, Adam can you clear up whether or not this is the year to dump big contracts w/o future repercussions?
Still cant believe people dont know this, obviously the answer is...,

No, you cannot dump long-term contracts without future repercussions. But you still save money (and future cap room) when you dump them.

The NFL might push that back, like it did last time the CBA was renegotiated, or it might set an earlier deadline for those negotiations. thanks adam, so going into the ucapped year, how much money do we have to spend for free agents, etc. I know we need to resign austin, spears, and sensabaugh, etc , but how much free money do we have to sign these players and get a few key players in free agency or trade.

I am thinking this Adam, our great cap guru, remember 92 in march or so when we traded for charles haley and thomas everett, do we have enough money to sign our players like austin, sensabaugh, spears, to keep the team intact, while getting a few key veterans to push us over the edge.

Kinda to what the vikings have done the last 2 years, with trading for jared allen and signing b favre.

we need to strike now if we have the money, because our offensive line is getting real old.

Kosier is 30 and i think leonard davis is 30, not too much time for our offensive line.

Thank you for the information Adam.

Jerry Jones should sit down with roy williams and his agent, because Jerry has not gotten the 9 million per year play from roy yet. Since, roy has been here part of a year and a half, should redo that contract and make roy earn some of that money.
