Can't trade comp picks so I don't know that multiple 7th rounders is feasible.

sure. but you can really set yourself apart by getting a top 2 guy rather than a couple of top 15 picks and some 2nd and 3rd rounders
I don't think that would even be enough to move up from 16 to 2.
I'm thinking Atlanta will be the one to move up for Clowney if Houston takes Bortles.
