Reality is that they liked his skill set but he didn't justify a roster so instead of putting him on the practice squad where someone might have grabbed him, they came up with a lingering leg injury and put him on IR.

Really sad to hear, I wonder if he has a higher grade of concussion than we typically see in the NFL, or are NFL players playing through the concussion despite lingering symptoms?

Both could be true, perhaps he could play, but it's also plausible that he could still be feeling the effects of the concussion.
