Yes, once you're on IR you cannot participate in meetings or be on the sidelines. Romo has done both this whole time, and this is why this was not done sooner (nor should have).
By being active Romo was like a QB Coach on the sideline, wearing the headset, hearing all communications and seeing first-hand how Garrett does things as Head Coach frome game-planning, to meetings, to game management on game-day.
By being active, Romo was able to gain this valuable experience through all 3 division opponents, and three other non-divisional ones. And now that the Washington game is over, it is now the right time to free up a roster spot to evaluate more talent through it.
The Cowboys handled this Romo situation perfectly, IMHO.
