Las Vegas, I believe has been unofficially banned from getting NFL, NBA, and MLB teams for years now. The NFL is by far the most opposed to it and will not even allow Las Vegas advertising
Maybe that's changed, but I think the legal gambling ting--among other stuff--is considered a big conflict.

I've heard that as well. Gambling is supposedly an obstacle. There is a minor league baseball team in Vegas. There is also a NBA developmental team in Reno, which also has gambling.
