Microbursts are nasty. They aren't limited to Texas though. They've been known to slam planes to the ground all over the world.
If speculation that this could have been caused by a microburst is true, than there was likely little that could have been done, outside of building a more secure structure in an area known for such violent weather phenomena. It'd be hard to prove, but a microburst could easily damage any prefab or temporary structure.
I would think, however, if that is the case, that we'll likely go on speculating...as they are very localized. The highest winds I've seen reported were in the 60's, but a microburts would increase that dramatically...but only within a relatively small area.
